Job Description

We are seeking a diligent and detail-oriented Rates & Revenue Officer to join our Council Finance Department. In this critical role, you will be responsible for the accurate and efficient administration of council tax and business rates accounts, ensuring timely billing, collection, and reconciliation. You will be a vital part of a team dedicated to maintaining the financial health of the council, providing essential revenue for public services. This position requires strong numerical aptitude, excellent communication skills, and a commitment to public service.

Key Responsibilities

  • Manage and maintain council tax and business rates accounts, ensuring accuracy and compliance with relevant legislation.
  • Process applications for discounts, exemptions, and reliefs, assessing eligibility and updating records accordingly.
  • Issue bills, reminders, and final notices, adhering to strict deadlines and procedural guidelines.
  • Handle inquiries from residents and businesses regarding their accounts, providing clear, concise, and accurate information both verbally and in writing.
  • Assist in debt recovery procedures, liaising with enforcement agents and legal teams when necessary.
  • Process payments and manage direct debits, ensuring all financial transactions are recorded correctly.
  • Prepare reports on revenue collection, arrears, and account status for management review.
  • Stay updated with changes in council tax and business rates legislation and internal policies.
  • Collaborate with other council departments to resolve complex cases and improve service delivery.

Required Skills

  • Proven experience in a financial administration or revenue collection role, preferably within a local government setting.
  • Strong numerical skills and meticulous attention to detail.
  • Excellent verbal and written communication skills, with the ability to explain complex information clearly.
  • Proficiency in using financial management systems and Microsoft Office Suite (especially Excel).
  • Ability to manage a varied workload, prioritize tasks, and meet strict deadlines.
  • A strong understanding of data protection and confidentiality principles.
  • Demonstrated customer service skills and a professional, empathetic approach to public inquiries.

Preferred Qualifications

  • A qualification in finance, accounting, or a related field (e.g., AAT, NVQ Level 3 in Business Administration).
  • Knowledge of local government finance regulations, including the Local Government Finance Act.
  • Experience with Civica OpenRevenues or similar local authority specific software.
  • Familiarity with debt recovery processes and legal frameworks.
